1) The service entity must identify its representatives within the Infrastructure Projects Coordination Office (users are identified and powers are linked electronically).
2) The service entity must define its work team within each coordination office in each Municipality (a number of classified contractors, consultants, and supervisors).
3) The following requirements apply to work team members (contractors/consultants/supervisors) before registering them in a drilling permit application:
- Commercial records for both the main contractor and subcontractors must be valid and activated throughout the period of excavation work until the issuance of the clearance certificate. This is verified upon receipt of requests (issuance request - extension request - closure request...).
- Both the main contractor and subcontractors must have a city service provider classification certificate that is valid for the duration of the excavation work (the contractor can apply for a city service provider classification certificate from the link).
- Both the main contractor and subcontractors must be internally qualified in the secretariat within whose supervisory scope they are required to work.
- Commercial records for both the main consultant and sub-consultants must be valid and active throughout the period of the excavation work.
- Both the main consultant and sub-consultants must have a city service provider classification certificate that is valid for the duration of the excavation work (the consultant can apply for a city service provider classification certificate from the link).
4) The service entity must sign a service level agreement with the Ministry of Municipal and Rural Affairs and Housing.
5) The service entity must prepare geographical plans (Shape File) of the excavation paths for which a drilling permit is required.
6) The service entity must prepare a security and safety plan at the site, and the plan must be compatible with the security and safety requirements contained in the Traffic Control Means Manual.
7) The service entity must prepare a traffic control plan in the event of a need to close a street, and the plan must be compatible with the Traffic Control Manual issued by the Ministry of Municipal and Rural Affairs and Housing.
8) The description of the emergency must be well recorded in the notification provided, accompanied by the necessary photos to prove the condition.
9) The service entity submitting the request is obligated to review the application and confirm the accuracy of its data before sending it.
