Issuing a new normal excavation permit

Service description

A service provided to service entities in the Kingdom, such as telecommunications, electricity and water companies, that allows those who represent them within the project coordination offices to apply for a permit for excavation works within the cities in order to coordinate with the rest of the authorities before drilling and providing one of the public utility services.

-The representative of the service entityfills out and sends a request to issue a regular drilling permit after logging in on the Baladi platform, ensuring that all the data is correct,
Reviewing the service requirements, and acknowledging that they have been read and adhered to. 
-The request is automatically published to all the concerned authorities (coordination and accreditation bodies) and notifying them of the presence of an incoming request. 
It must be reported within a specific coordination period. 
-Once the application is accepted, an invoice for the legally prescribed fees is issued automatically and the applicant is notified of the necessity of payment within a specific period.
-When the fees are paid, a drilling permit is issued and the applicant is notified and can print the permit.
-The service entity must define its representatives within the infrastructure projects coordination office (users are defined and powers are linked electronically). 
-The service entity must define its work team within each coordination office in each municipality (a number of classified contractors, consultants, and supervisors). 
-The following requirements apply to Members of the work team (contractors / consultants / supervisor) before registering them in the drilling permit application.
-Commercial records for both the main contractor and subcontractors must be valid and activated throughout the period of drilling work until the issuance of the clearance certificate. 
-This is verified upon receipt of applications (issuance request - Extension request - Closure request...).
-Both the main contractor and subcontractors must have a city service provider classification certificate that is valid for the duration of the excavation work (the contractor can apply to obtain a city service provider classification certificate from the following link: Click here. 
-Both the main contractor and sub-contractors must be internally qualified in the secretariat within whose supervisory scope they are required to work.
The commercial records of both the main consultant and the sub-consultants must be valid and active throughout the period of the excavation work.

-The service entity must sign a service level agreement with the Ministry of Municipal and Rural Affairs and Housing. 
-The service entity must prepare geographical plans (Shape File) of the excavation paths for which a drilling permit is required. 
-The service entity must prepare a security and safety plan for the site, and the plan must be compatible with the security and safety requirements contained in the Traffic Control Means Manual.
-The service entity must prepare a traffic control plan In the event of a need to close a street, the plan must be compatible with the Traffic Control Manual issued by the Ministry of Municipal and Rural Affairs. 
-Sometimes the service entity must prepare a preliminary analysis of the expected effects on the road. 
-A request for issuing a permit must be submitted sufficiently before the start of the planned excavation to allow the application to be published.
-All concerned parties must coordinate among themselves. The service entity submitting the application is obligated to review the application and confirm the accuracy of its data before sending it.
Requirements and government approvals:
-Coordination is made with all entities and government approvals are obtained electronically during the application process. 
-Full compliance with what is stated in the “Traffic Control at Work Sites and Its Updates” manual isued by the Ministry of Municipal, Rural Affairs and Housing. 
-Full compliance with what is stated in the “Traffic Control at Work Sites” manual.

-Full compliance with what was stated in the “General Specifications for Civil Works in Public Utility Projects” guide issued by the Ministry of Municipal and Rural Affairs in 1440.

 -Full compliance with what is stated in the “Street and Square Lighting” guide and its updates issued by the Ministry of Municipal and Rural Affairs.​

The presence of subcontractors does not exempt the main contractor from responsibility for violations that may occur during site preparation, during excavation work, or after closur. 
-Failure to pay the fees on time will lead to cancellation of the application.
